Overview

The Ballast Control Operator (BCO) is responsible for the safe and efficient operation of the FPU’s ballast and bilge systems as they relate to vessel stability, list, and trim. The primary purpose of this role is to execute and monitor all control room activities associated with marine operations, ensuring the integrity, safety, and regulatory compliance of the unit during all phases of operation.

 

This position requires a strong understanding of marine stability principles, ballast control philosophy, and HSEC requirements, as well as the ability to respond effectively to changing operational and environmental conditions. The Ballast Control Operator is also expected to have the capability to train, mentor, and develop junior marine personnel. The Ballast Control Operator plays a critical role in supporting offshore marine operations by maintaining situational awareness in the control room, coordinating closely with marine, maintenance, and operations teams, and ensuring that ballast activities are conducted in accordance with approved procedures and regulatory standards.

Responsibilities

HSEC & Regulatory

  • Ensure all activities are performed safely, within relevant regulatory and company requirements, and in accordance with HSEC standards.
  • Ensure company and marine 3rd party compliance with all relevant regulatory requirements as well as all Woodside Energy HSEC and operational standards, policies, and practices.
  • Participate in safety-related drills and exercises; lead facility HSEC meetings as required
  • Perform work according to permit-to-work procedures.
  • Always ensure the safety of personnel and integrity of facilities. This includes Simultaneous Operations, Emergency Response, and training exercises.
  • Verify safe control and isolation to enable access to mechanical systems and equipment.
  • Conduct LSA inspections in accordance with facility Management Systems.

Deliver the Base

  • Ensure all activities are performed safely, within relevant regulatory and company requirements, and in accordance with HSEC standards.
  • Maintain safety standards at all times and follow emergency procedures.
  • Manage the day-to-day operations of Ballast and Bilge systems, ensuring the stability, list, and trim of the FPU.
  • Perform fault identification, troubleshooting and resolution management of any faults or deviations related to Marine Ops.
  • Manage the transfer of bulk materials including loading and unloading from supply vessels while coordinating with the crane operator and warehouseman
  • Participate in maintenance of hull, marine and ballast equipment including tanks and safety equipment.
  • Understand and adhere to safe operating procedures and work instructions.
  • Gather operating data and assist with preparing reports as required.
  • Generate detailed records and assist with the transfer of information between work crews
  • Provide monitoring and oversight to control room operations for all activities related to Marine Ops.

Project Activities

  • Participate in and provide process input to HAZAN/HAZID/HAZOP/Design Reviews
  • Participate as a member of the Hook Up and Commissioning Team and the Start-Up Team during start-up operations
  • Develop and maintain procedures and work instructions and verify compliance by facility personnel and service providers.

Qualifications

  • High School Diploma or GED required. Technical or vocational training in marine operations preferred.
  • Minimum of 5 years’ experience performing active ballast control operations on ships or MODUs.
  • Must hold a Flag State–issued Merchant Mariner Document (MMD/MMC) with a rating of FOI Active Ballast – Ballast Control Operator (BCO).
  • Completion of a Flag State–approved Stability Course for Barge Supervisor or Ballast Control Operator (Active or MODU) required.
  • Demonstrated experience in ballast, bilge, and stability operations, including monitoring and managing list and trim under varying environmental and operational conditions.
  • Experience with transfer of bulk materials, including loading and offloading of supply vessels, with an understanding of deck loading impacts on vessel stability.
  • Proven ability to monitor, track, and assess deck loads and evaluate stability impacts due to weather, sea state, and operational changes.
  • Experience planning and executing tank inspections in support of In‑Service Inspection Plans (ISIP) and Flag State inspection requirements.
  • Working knowledge of hull, marine, and ballast systems, including inspection and maintenance of tanks, marine equipment, and lifesaving appliances.
  • Experience performing Control of Work activities as part of day‑to‑day operations, including permits, isolation coordination, and risk assessments.
  • Completion of onboard training under supervision of a licensed BCO or Barge Supervisor, with demonstrated progression toward independent control room operations.
  • Demonstrated capability in general computing and control room systems, with the ability to accurately document operations and communicate effectively with marine, maintenance, and operations teams.
  • Strong written and verbal communication skills required, with the ability to work effectively as part of a multidisciplinary offshore team.
