Overview

The HSE Advisor/Specialist provides dedicated Health, Safety, and Environmental support to the Houston Modernization Program (HMP) Construction and Commissioning teams. This role focuses on preventing Serious Incidents and Fatalities (SIF), supporting an Operational Excellence culture grounded in Human and Organizational Performance (HOP) principles, and promoting high‑quality, safe work practices across all project phases. The position serves as a key field‑based resource for coaching, assurance, contractor engagement, incident response, and continuous improvement of HSE performance.

 

Responsibilities

 

  • Provide in‑field HSE support and coaching to Construction and Commissioning teams, including contractor foremen and superintendents.
  • Coach personnel on Control of Work requirements, hazard analysis, implementation of safeguards, and work permitting processes.
  • Support prevention of Serious Incidents and Fatalities (SIF) and promote an Operational Excellence culture based on Human and Organizational Performance (HOP) principles.
  • Participate in daily toolbox talks, assist with JSA development, and ensure proper use of IOGP Start Work Checks.
  • Coordinate, monitor, and verify HSE activities in alignment with the Project Execution Plan, HSE Plan, Contractor HSE Execution Plans, and contract HSE requirements.
  • Conduct HSE Field Verifications, V&V engagements, and other assurance activities as assigned.
  • Track and ensure timely closure of action items generated from assurance activities, inspections, and field observations.
  • Participate in contractor safety meetings, safety standups, weekly HSE meetings, and leadership walks.
  • Serve as an HSE point of contact for General Contractor and Sub‑Contractor HSE teams.
  • Support HMP initiatives to build and maintain a strong Operational Excellence culture across all contractors.
  • Provide initial incident response and support accurate data gathering, classification, and reporting.
  • Participate in incident investigations and ensure documentation is complete and compliant.
  • Assist in the collection and reporting of HSE performance metrics, including monthly and quarterly reports.
  • Participate in emergency response planning, drills, and training activities.
  • Engage with workforce personnel to communicate expectations, reinforce safe behaviors, and promote continuous improvement.

 

Qualifications

 

  • Minimum of 5 years of direct HSE experience in building construction; Major Capital Project experience preferred.
  • Strong understanding of Occupational Health & Safety legislation, regulatory compliance, and safe work practices.
  • Experience with incident investigation, reporting processes, and root‑cause analysis.
  • Knowledge of Human and Organizational Performance (HOP) principles.
  • Experience with safeguard verification and risk mitigation practices.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Visio).
  • Excellent written and verbal communication skills.
  • Strong analytical skills and problem‑solving abilities.
  • Ability to work independently and effectively engage with contractors, field personnel, and leadership at all levels.
  • Demonstrated leadership qualities with the ability to influence safe behaviors and support Operational Excellence culture.
  • Must meet conditional job offer requirements including background check, drug test, MVR check, and fit for duty/agility test.
