Overview

The Regulatory Consultant will be responsible for providing the customer guidance and regulatory support throughout the Gulf of America offshore organization through all phases of projects to advise and ensure compliance with government regulations.

Responsibilities

  • Provide regulatory guidance to engineering, operations, and project teams during concept selection, FEED, and execution phases.
  • Serve as regulatory liaison with BSEE, BOEM, & USCG on projects where required
  • Responsible for preparing and filing various permits including but not limited to Structural Applications (new installations, modifications, abandonments), DWOPs/SDWOPs, Life Extension, Pipeline Applications (Installation, Modification, & Decommissioning)
  • Track and manage regulatory deliverables and ensure compliance with permit conditions.
  • Monitor regulatory changes and assess potential impacts on customers’ offshore operations.
  • Develop and maintain permitting workflows, templates, and best practices.
  • Assist in the preparation of training presentations and documents for assets and operational teams where needed.
  • Responsible for representing the company’s interest in various matters in key industry trade organizations and workgroups by articulating the company’s position as needed.
  • Availability to assist with on-call requests including weekend regulatory support tied to projects

Qualifications

  • Bachelor’s degree (Engineering discipline preferred) or equivalent work experience.
  • Minimum of ten (10) years’ regulatory experience in upstream oil & gas
  • T2 training preferred, Professional Engineer (PE) license or advanced degree preferred
  • Advanced working knowledge of GOA regulatory processes specific to BSEE, BOEM, & USCG regulatory agencies
  • Track record of developing relationships with industry and working directly with federal regulatory agencies (preferably with BOEM, BSEE, & USCG)
  • Extensive knowledge of ABS Rules
  • Extensive knowledge of CVA & I3P requirements
  • Knowledge and demonstrated experience with industry standards and guidelines (ex: API, ASME, etc.)
  • Working knowledge of offshore environmental requirements
  • Working knowledge of HSE and Risk
  • Experience with deepwater projects and floating production systems.
  • Strong foundation in offshore engineering principles, particularly related to subsea pipelines, fixed and floating structures, HPHT, and deepwater development planning.
  • Strong analytical and organization skills along with demonstrated ability to support multiple projects simultaneously
  • Strong interpersonal skills and demonstrated ability to communicate at various levels of the organization to articulate complex regulatory/policy issues in a concise and accurate manner
  • Demonstrated ability to understand complex situations, navigate the changing regulatory landscape, and proactively identify potential impacts from proposed legislation and policies
  • Strong attention to detail
  • Strong Teamwork skills
  • Excellent written and verbal communication skills
  • Comfortable with Public Speaking
  • Proficient computer skills and understanding of IT systems; Strong skills in Microsoft products (PowerPoint, Excel, Word, Spotfire, SharePoint, etc.)
