Overview

The HSE Excellence Specialist position is responsible for providing HSE and Safety and Environmental Management System (SEMS), Contractor Safety Management, and HSE audit and assurance support for Production Operations, Facilities Engineering and Construction, and Drilling & Completions for the customer’s Gulf of America (GOA) operating assets and contract drillships.  The role will have a high level of interaction with Operations, HSE and Supply Chain Management as well as suppliers and vendors working on the contract. The position reports to the HSE Excellence Manager for GOA. This position is located in The Woodlands, Texas on a 9/80 office schedule. This position has no housing allowance so candidate must live within a 50 mile radius and be able to commute to the office.

Responsibilities

  • Conduct customer’s internal SEMS and HSE assessments of shore base and offshore facilities and drillships; note any deficiencies in adherence to Policies, Standards, Procedures and Guidelines (PSPGs) and work with field personnel to initiate and implement corrective actions (verify JSA processes completed; Management of Change (MoC) checks on any work; proper sign-off).
  • Responsible for writing reports and ensuring corrective actions are tracked to closure.
  • Work with GoM HSE, Contractor Safety, Drilling & Completions and Production/Operations to identify areas of focus for ad hoc assessments.
  • Support Contractor Assessment process and review of contractor SEMS program and gaps analysis with respect to the customer’s SEMS. Manages Contractor Safety team to ensure effective assessments are planned, completed, and followed through closure of corrective actions and findings.
  • Program development and review to comply with SEMS and HSE needs for Health & Safety related programs
  • Provide administrative support to facilitate review and update of GOA SEMS requirements. 
  • Provide support with incorporation of customer’s Management System document requirements in review and updates of future PSPGs. Ensure the correct SMEs are included in document preparation and review. Note – any updates to a PSPG should be accompanied by appropriate communications and training to address the change).
  • Participate in offshore SEMS Assessments of Platforms, Supply Vessels, and Drilling facilities (Drillship, Platform Rig, Work-Over Vessel, etc.).
  • Conduct periodic offshore site visits and SEMS assessments as needed.
  • Facilitate SEMS Audits by accompanying Audit Service Providers or BSEE representatives during audit activities: accompany BSEE representatives conducting shore base and offshore field visits and interviews; maintain records of who are interviewed; what information was requested/provided to BSEE; help facilitate interview arrangements with appropriate people.
  • Conduct on-site refresher training for field personnel as needed to verify and validate knowledge and skills associated with completion of task in accordance with customer’s requirements – verify updates to PSPGs are communicated and understood by affected persons.
  • Review and follow up on contractor post job assessments that are submitted by the facilities. 
  • D&A Compliance - Works with contractors and vendors to ensure they are aware of and are compliant with the customer’s TPS Alert / TEAMS requirement. 
  • ISNetworld - Monitors and reviews ratings and ensures proper practices are applied to improve supplier HSE performance.  An example is when a supplier drops below a ''C,'' this role will notify the HSE team and the contract sponsor to understand why the rating has dropped.  Act as a liaison between ISNetworld staff and contractor work force.
  • Support Live SAFE and promotion of Live SAFE culture within shore base and offshore facilities.
  • Other duties as needed/assigned to help with continuous improvement of SEMS.

Qualifications

  • Must live within a 50 mile radius to the office. No travel or housing allowance available.
  • Bachelor’s Degree in Health & Safety, Science, or Engineering required.
  • 8+ years of relevant Health & Safety and Management System experience working in the Oil & Gas industry
  • Good knowledge of Gulf of America regulatory requirements, including experience working with GOA regulatory agencies
  • Strong HSE auditing and contractor safety management skills
  • Vendor management experience
  • Experience with HSE programs and tracking HSE performance
  • Have a working knowledge of US safety regulations
  • Strong organization skills
  • Experience with Microsoft applications including PowerPoint, Word and Excel 
  • Strong communication skills and ability to interface with multiple teams across different disciplines
  • Presentation skills
