Overview

The Marine Operations Specialist is responsible for providing leadership in marine safety, dynamic positioning (DP) operations, and regulatory compliance while supporting marketing efforts and technical documentation review. This role is responsible for mentoring and assessing marine personnel, conducting inspections and audits, and ensuring adherence to industry standards, including Class, IMO, and marine regulatory requirements. 

Responsibilities

  • Provide support to the GOM Technical Risk Team on maritime issues, including advice regarding Offshore Supply Vessels, Drilling Rigs, Construction Vessels, and other support vessels as needed. The Marine Advisor will work under the Technical Risk Manager GOM.
  • The objective is to identify risks and provide appropriate mitigations. This includes working with Operations, D&C, Well Interventions, Facilities Engineering and Construction, and HSE teams in support of daily field operations and long-term planning.
  • Other responsibilities include vessel inspections, training, reviewing and implementing Oxy Marine Standards, and participating in marine incident investigations.
  • This position is responsible for oversight of marine vessel operations at the shore base and offshore facilities, including Drilling, Completion, Well Intervention, and Construction operations.
  • Principal Accountabilities
    Drive a culture of continuous improvement for marine performance by identifying technical improvements to reduce risk and increase efficiency.
  • Participate in On-Hire and Off-Hire processes, including reviewing and commenting on vessel OVID inspections.
  • Participate in Marine Assurance Inspections as required, per the Oxy Marine Manual.
  • Serve as Subject Matter Expert (SME) in marine-related investigations as necessary.
  • Liaise with vessel and rig contractors on the risk and HSE management of their vessels.
  • Provide guidance on marine procedures including personnel transfer, DP procedures, bunkering procedures, and other marine activities.
  • Ensure all technical vessel verification or conformance activities align with Group requirements.
  • Provide operational support for vessels’ arrival in-field, including appropriate charts, Safe Deployment Zones, and well hop guidance.
  • Provide SIMOPS guidance to HSE and Risk departments for vessels working in the same field, including the development of Safe Deployment Zones during construction and drilling activities.
  • Support the Risk Management Team with expertise for marine activities and vessels operating near facilities.
  • Support the D&C team with vessel interactions related to drilling rigs, including Holstein and well intervention activities.
  • Support the FEC team with vessels involved in inspection, construction, and intervention activities at Oxy GOM locations.
  • Support capability, training, and talent development in the marine discipline and define technical competence requirements and standards.
  • Provide lifting and rigging coordination and support as required onshore or offshore.
  • Participate and facilitate LiveSafe. Demonstrate strong leadership of Oxy’s Values & Behaviors, including continuous improvement, performance management, and personal development.
  • Travels to company facilities to conduct marine inspections, carry out training, audits and investigate marine related accidents or incidents as required.

Qualifications

  • Minimum of 15 years in Maritime with Oil & Gas experience.
  • Holder of Unlimited Master License.
  • Minimum of 5 years DP experience and holder of a valid Nautical Institute Certificate.
  • Thorough understanding of DP operations and positioning systems.
  • Qualified Technical Authority – Subject Matter Expert on Marine Operations.
  • Working knowledge of vessels, maritime regulations, Coast Guard, etc.
